the p320 in particular is having dropfire issues relating to either faulty trigger assemblies or perhaps a design flaw. there was an issue at a military base with a discharge injuring a serviceman as well.
glocks are ugly as all hell and "muh safety" but i don't know why they don't just go with those for law enforcement and similar duties. sig pistols have a perception of being "high tech" and "aesthetically attractive" but personally i find them to be more overengineered Teutonic miata crap in the hand, and that hand better be small because otherwise you're going to have a weird grip on the pistol

vs what, glocks? sigs are more expensive; they're in the H&K/FN price tier, a bit under as H&K has become very pricy, although they've gotten cheaper in recent years. i don't buy anything anymore so my numbers may be off
glocks are pretty cheap, comparable to similar quality american offerings, and iirc they have really good bulk discount deals if you're buying for an entire org. maybe used and there will certainly be a lot of them on the resale market after this
ICE or whoever could just use the M1 that the army uses. they're not S&W or glock cheap but they're very reliable, easy to clean and fix, and while this is very subjective i think that their ergonomics are better than glock or sig sauer offerings. better barrel weight and very nice balance from magazine to tip, and this is a constant for every beretta i've tried out
as an aside the p365 is nice and snappy but imo too expensive and small in the hand. their grips tend to be kind of, idk, "thin"? i guess and it's unpleasant for me

The p365 was around $500 with night sights when I got it. Back then, glocks with night sights were around $600 (and they didn't yet have comparable model).
If there had been a similar Glock back then, I would probably have gone with it
