I know that you're not charged until it goes "live." But it heavily rides on recommending others--at least, as far as I've seen. Sure, 100 people can independently sign up for it. But I've seen an incredible amount of spam from Groupon people desperately trying to get others (Facebook, Twitter, whatever) to join in on a particular deal.

In fact, there is such high demand for Groupon-type deals that the major Groupon sites have split their cities into several areas now. Manhattan has multiple deals active per day depending on area, for example.

People advertise Groupon deals so they can collect referral bucks and because they think the deal itself is a great offer

FWIW I went through today's deals and nothing was that exciting to me - the best I could find was $10/$20 at a pizza place I had vaguely considered eating at and $50/$100 at some jeans store I've never heard of.
