For example, in hospitals you have auditors, committees, peer-review and all other empirical mechanisms to make sure the performance is optimized.
As soon as you put "successful blacks" (a miniscule minority) in an African/black society they'll gravitate towards the normal black behavior because there won't be non-black people and mechanisms to make sure the house of cards doesn't fall. |
