They are just points that the Jew pushes so vehemently as to APPEAR to do some effect. The Jew then repeats the point (to establish importance) and raises his voice (to establish severity).
Then the Jew follows up with a question, usually in the form of: "so you're telling me X isn't important/significant?" Or "Really? X can just be ignored?"

The intention is not merely to distract an opponent but to quickly deplete his powers of concentration by first angering him (by making an overt display of the wish to play foul), so he will burn off the maximum of his emotional energy faster, and secondly by siphoning off his mental reserves with, again, some long, spun out chain of reasoning on whatever topic happens to be handy, or some throwaway point.
