But he can do it early before the gov't is onto his game. So he's now deployed 99.99% of the payload, but it's worthless without that last bit. As we've now seen, it's very easy to spread the key around to those people holding the files. The key is worthless to anyone who doesn't have the files, but it's all that's missing for the file holders.

By doing it this way, Snowden was able to publicly release the key without the files being publicly released. Snowden has always said he wants the various people he released the files to to have editorial control over what to release--he's never wanted the whole trove released without any type of redaction. He's also able to quickly release the whole slew of files by simply providing the missing .01%, rather than having to seed out all of the files.

In short, compare which way is easier to execute (and for a gov't to stop):

1. Send out tons of encrypted containers before the FBI, CIA, and everyone else are scrutinizing you. If you've done this right, the FBI/CIA/Etc has no idea who has the files (so they can't go after them). Now releasing the files is simply a matter of writing out 60 characters on any public forum--good luck stopping that from disseminating.

2. Send out the key to lots of people before being scrutinized. Come time to release you send out the encrypted files. Oh wait, how do you do that? Now you have to host them somewhere, and who knows how big the files are. Easier for the gov't to shut that down.

3. Skip doing anything before you're being scrutinized. Just release the unencrypted files to everyone. All of the problems as choice 2, plus the complete release, with no editorial oversight, of a lot of very sensitive material.
