The conflict arises because the investigation centers around Trump, his campaign and it's members of which Sessions was admittedly an integral part even self-identifying as a Trump surrogate. He would essentially be, in part, investigating himself and the person upon whom he depends for his own authority and employment. It is a clear conflict of interest without even suggesting any actual wrongdoing.
