I've read that to be effective against the US as an EMP, a North Korean nuke would have to be 40-400 kilometers above the earth.

I've also read that the US has anti-satellite missiles that can reach that high:

So can't we just shoot down a North Korean satellite if we suspect it might be carrying a nuke? How real is the EMP threat posed by North Korea? The article above says a 400 kiloton or so nuke is required, and NK doesn't have those yet.
