I'm not sure I take the Paul/Johnson/Lee no's all that seriously. And slight changes to the bill that increase Medicaid funding and risk pools could win over Murkowski, Collins, Portman, Capito and any other skiddish "moderates". It's a tough hill to climb but not impossible for McConnell.
