It wasn't a cable-stay bridge, it was a FAKE-cable stay bridge. The stays were going to be empty 16" metal pipes that did nothing except "look cool". That's why the bridge was designed (badly) to span the entire length without stays or temporary supports.

The bridge was one giant I-beam with the deck as the bottom flange, the canopy as the top flange, and the struts acting as the web. The struts were highly non-redundant and if one failed would cause a near-instant failure.

There was apparently some trouble with the PT bars at the 2nd truss from the support where the tower was supposed to be. They were apparently re-stressing the PT bars the day when it collapsed, which is why there was a crane there (to lift stressing equipment up there). It failed anyway and cause a near instant collapse. The surveillance footing is pretty shocking in how fast it went down. As to what cause the failure in this one member, I couldn't tell you with the information I have.

Realtalk, the bridge itself, sans the tower+stays, was a pretty impressive engineering feat (if it were actually designed and constructed correctly), so more like putting 21" rims and a $500 stereo on a Ferrari.

Casting a span this large off site then sliding it into place is quite a feat. The design is interesting in that its using the top flange both as a structural member and as a canopy for the pedestrians underneath, allowing a very deep beam that doesn't look "deep" because of the very open nature of the struts. But that was the critical flaw of the design. If they had beefed up the struts or just used a solid web, then you'd lose the "open" effect. Can't have it all.

The struts make sense aesthetically when you see the final condition with the (fake) stays - the struts match the angle of the stays. But the stays are fake so who cares.

Abso-fucking-lutely, which is why they should have ditched the pointless stays and designed the struts with a regular geometry.
