I don't think anywhere, really. Only a few countries have elite universities, the US being one.
Oxbridge probably closest but still not there.

maybe, idk. a lot of countries that have a reputation for having smart people and good STEM (i.e. Germany) have relatively mediocre universities. so there might not be as many elite tech schools as one might think.

It's in decline, and they lose the vast majority of cross-admits to H, S and M.
However, the bottom 25% of Caltech is way smarter than the bottom 25% of H, S and M.

Yeah probably.
But it's kind of a weird comparison due to the limited majors offered at Caltech. If you compared the Caltech student body to the Harvard student body who are in the majors available at Caltech (math, sciences, engineering), then Harvard (or Stanford or MIT or Princeton) might win.

Yeah but I don't think very many of them are hard science majors.
Also many HYPS legacies are smart.
I think only H, MIT and Caltech are really in the conversation of "smartest student bodies", and even then, again, you have to compare like-for-like, department by department, because H has lots of departments to dump the dumbs into, MIT has a few, and Caltech has none.
If you just limit the comparison to the departments offered by Caltech, I think H/M probably win on average and certainly at the high end, since they dominate cross-admits against Caltech.

they've had pass/fail for the first two quarters for decades.....
every other quarter is normal curved grades, not sure what you're talking about
also the core classes are hard as fuck - way harder than MIT or HYPS
