Outside of that case (which is common):
A. immigrants living in squalor B. "students" supplementing income with student loans and credit cards - will be broke for their entire lives and blame financial institutions. C. country proles with minimal living expenses, cheap hobbies, and disability as a safety net.
Another way to think about this problem - 20 million Americans live in mobile homes. I would guess that you know zero of them. But when your permanent shelter costs $25k plus rent for a patch of dirt in a shitty part of a rural town, you can live on $30k and even have money left over for whatever vices will kill you.
