this site is just a rent-seeking scheme to blackmail small businesses into paying them to take down negative reviews. these "reviews" are a complete joke, too. it's all a bunch of psycho shrews bitching about shit that only ever happened in their minds, mixed in with a bunch of blatantly obvious 5-star shill "reviews"
example:
"I called _______ upset and the manager, Phil, called me "shrill," said that I "needed to take a Valium," and asked "to speak to [my] husband." That's some delightfully sexist language right there."

the latter half of your assumption is correct
if you contact them asking them to take down the bogus bad reviews from people trying to smear you, they tell you that they "can't do it." but if you sign up for advertising/promoted content with them, then you are able to have your reviews curated

i don't really want to go on a long autistic screed here, but yes it basically works like that. their salespeople will also aggressively pursue you and heavily imply (but not outright state explicitly!) that they will take down bad reviews if you sign up for an advertising plan, or that they will take down good reviews if you don't. and they do follow through on these threats
i know a bunch of small business owners who have had to go through this bullshit and it's just really sad that this is apparently legally permissible
