churning and advisory fees are two different things. asset-based advisory fees are irrespective of how much you transact. churning is something brokers are incentivized to do as they're paid per transactions--if anything, their incentive is to increase your activity.
yes, it's possible to time the market (maybe), but you're doing the opposite of what you should be doing. markets exhibit momentum, so all things equal you should be buying into strength and selling into weakness, as counterintuitive as that sounds.
