You mean Pearl Harbor AND the Panama Canal? So many problems with that:
They didn't have the forces to do both
Would have been detected long before they got within reach of the Canal
Battle of Midway is what broke the Japanese Navy six months after PH, and it was done only with the Pacific Fleet
You have deeper expertise in Ukrainian biolabs, consider directing your efforts there

Interesting point, but no they weren't.
There was even more boat traffic between mainland and Hawaii then than there is now, and plenty of air traffic. Close to zero chance of sending a fleet across that line without being seen.
