Whether the Fed and Treasury were "strategically" acting in Oct/Nov or just responding with the only option they had left is open for debate. There is no good option here. Either countries around the world sell off USTs in which case US is fucked or they hold USTs but begin transacting in other currencies meaning US is fucked but only slightly less and on a longer drawn out timeline.
