Blackwater was hired to do simple things like train the Post-Saddam Iraqi Army and guard military bases/installations.

Makes sense for plausible deniability/PR reasons to hire mercenaries for dirty work required in war or covert ops instead of regular enlisted soldiers, but why for regular work that's within the military's means and wouldn't construe some sort of ethical/PR issue? It can't be financial in nature; no way hiring an outside firm is cheaper than sending in regular enlisted troops.
