Georgia Tech would be my pick if he's a serious engineering student (assume this is undergrad). Reputationally Georgia Tech and Illinois are pretty close, and great at that. UT and UCLA are also very close to each other and considered slightly less prestigious than the other two.
Which location/campus he likes best and cost are factors, of course. Illinois is in the middle of a corn field, Tech is in the middle of Atlanta, UT is in a great college town and UCLA is the LA experience.
Georgia Tech is unusually entrepreneurial. Overall I think it has has the strongest reputation of the four. It's also smaller and more focused on engineering across the university than any of the others. Another + for Tech is that Georgia has been a steadfast and consistent investor in STEM college education and lacks some of the budget problems of Illinois and California.
I've heard from people who work at UCLA that it can, like all the UC schools, be painfully bureaucratic. I have had some personal dealings with Georgia Tech folks and had friends on the faculty there. They act more like a private university than a public. That's a good thing.
There are no bad choices here, but IMO Tech stands out for the above reasons.

A major demographic shift is underway in the United States.
White births in the country have fallen below 50% for the first time ever.
That's among the findings in a new study published Friday by professors from the Zucker School of Medicine at Hofstra/Northwell.
One of those researchers, Dr. Amos Grunebaum, calls it a historic milestone.
"Minority women were now the majority... the majority of births in the United States for the first time," Grunebaum said.
The study analyzed Centers for Disease Control and Prevention data on 33 million births in the U.S., tracking trends by the mother's race and ethnicity.
It revealed white births at 49.6%, while all other groups taken together, including Hispanic, Black and Asian, made up 50.4% of all births.
The analysis also offered an explanation for the shifting demographics.
"Among Hispanic women, they have children usually at an earlier age and they have more children than white women," Grunebaum said. "White women usually delay childbirth. It is a known fact and they have less children."
Coupled with well-documented disparities when it comes to maternal health for minority women and children, Grunebaum says these findings aren't just statistics. He says current efforts to restrict immigration and cut Medicaid hurt the very women keeping American births alive and growing the country.
"If you really want to increase birth, if you want to have more babies, as this government has repeatedly said they want to, then we need to address these issues," Grunebaum said.

Here's another way to think about: for 300 years, anyone in Europe who wanted to read a book - any book - was pretty much stuck reading the Bible. If you wanted to read anything else you had to be somewhere like the University of Paris, and even then you needed a damn good excuse to be reading anything except the Bible.
This book was like the Bible inverted. It was the LAST thing you wanted anyone to see on your bookshelf. If you had a copy of this book you had better be illiterate or you were asking to be killed on the spot. So of course EVERYONE wanted to read it. Not only was it not the Bible, it gave the recipe for impeaching popes and kangz and pretty much anyone who claimed religious authority.

Here's another way to think about this book: it was a much bigger FUCK YOU to the church than anything Martin Luther ever wrote. The protestant reformation made it a lot safer to challenge papal authority than it was at the time this book was published, but it was also intellectually lazy. We ended up with protestantism, and eventually secular nationalism and even "democracy" (if you think that's what this book is even about (it is)), but it was all very dumbed down compared to what this dood wrote in the 1300s.
