i'm thinking they're probably private, except if they're associated with a public university.
and no, it was a super chill job that at the time paid like 4x minimum wage. we had 3 officers on patrol at any given time, and 2 were assigned to a government research area so literally was just cruising around in a jeep; if nightshift we'd listen to art bell and shit.
i mostly did it for the $ & was somewhat interested in a fed LE position, but like US Marshal service until I learned that a bunch of those dudes have boring details like courthouses and prisoner transport
