hong kong is a separate film industry

the real answer is mainland directors like zhang yimou made some bangers but they all got banned for showing gay shit (farewell my concubine) or for showing embarrassing episodes from chinese history (a touch of sin, to live)

CR. Also, does Edward Yang count? Yi Yi and A Confucian Confusion alone put him among the greats in any medium IMO.

Love on Delivery and Look Out, Officer! were both Belushi level mass market comedies imo

Justice, My Foot! was also very good and the fat Cantonese thug phenotype guy he has across from him in many of these is a highly underrated comedic actor. afaik chow didn't direct these but as i understand it he had a good deal of creative control after he got more clout within the hk star system

God of Cookery was a little overrated seeming but i enjoy low budget Shaw Brothers fare and still had fun with it

China has some good filmmakers in the margins waiting to be discovered by Western critics still. A lot of Mainland film from the 70s and 80s still hasn't been professionally translated into English

Generally the reasons CCP film endeavors failed are the same as to their Soviet counterparts: peevish MASSOLIT type bureaucrats holding the censorial rod, unsocialized peasant populations lacking taste for what's rareified in cinema, and a general lack of resources ponied up for anything beyond what's "high concept" enough to appeal to both party and people

kurosawa was wildly popular and pedestrian, think spielberg. he was not critically acclaimed and while he brought japanese cinema international, it is the cinephile and cineaste set that really worships him. japanese at the time thought his films were immature, too western and flashy. it is funny to me that white liberals worship kurosawa now.

chinese cinema was closed off for many decades and unknown to the west. there are many great directors, more recently the fifth generation, zhang yimou and chen kaige being personal favorites. the fact that barely anyone knows these names tells me that you guys think chinese cinema is jackie chan in rush hour.
