I was in the same situation. Although, not that low, our loan was a 2.75% and it had like 13 years left in the term, balance was about $165,000.
It was fine to have a low mortgage rate, but it doesn't do anything for you if you're not in a house that you like or that your family has outgrown.
We moved and now have a more expensive home at 6.49% interest and are paying a lot more for housing. That's just how it goes.
It is true that if you have a lot of money and financed like $950,000 at 2.25% for 30 years, then had interest rates go through the roof just 18 months later, that you have some good arbitrage opportunities. But that's hardly the same as "winning the lottery." The house is a consumer product that you buy. Cheaper financing is nice, but it's not a must have, and yes sometimes you can have arbitrage opportunities, which can be great, but I don't see how an arbitrage opportunity is life changing.
The other side of the coin is high interest rates are going to arrest and reverse appreciation in real terms (possibly nominal terms) so that's going to affect all homeowners regardless of what rate you bought in at.
People brag about financing, like they brag about anything else, but whatever.

The bridge period between when we selected a house that we liked to make an offer on and sold our old house was one of the most stressful times of my life and it totally threw me out of whack and almost killed me.
Going through that and pulling it altogether had a lot of moving parts and really emphasizes why, in America, you really need to have more resources. Simple things like moving houses are a lot more complicated than they seem on the surface.
But to answer your question, we just took some money we had lying around, got a preapproval, and wrote an offer. When it was accepted we started spending money like crazy with all of this and that, fixing up our current house, doing this, doing that, moving. Then we moved. Then we listed our old house and sold it.
So the answer is, have cash on hand. Equity in your house isn't very useful.

I am in that same bridge period and it fucking sucks. Getting the old home ready to sell was a nightmare. Luckily I was able to swing conventional financing on the second home by putting 50% down so I didn't get hit with the high cost of a bridge loan.
It seems like the old home is going to sell very quickly for full ask unless the appraiser fucks me (which is a possibility because it's a custom home selling for above comps). But hopefully it will all be over in the next couple of weeks.
Or at least somewhat. I got a great deal on the new home because the sellers didn't get it show ready, and a great price for the old home because I put the work in. So now I have to do work on the new home back-to-back but at least it will be much less stressful with only one house to manage. The second house is also bigger and less of an open concept so the work won't be nearly as disruptive either.

Prices are not fucking falling. The demand for housing is set to go up in the near future, and there will be limited to no supply.
People like me ordinarily would be looking at bigger places, but for me to get a house a level up, my monthly payment would literally be 4X what I pay now. That's not going to happen.
