Need more facts.
Was the perpetrator a tribal member? Was Boom himself? This is a crucial detail for determining federal jurisdiction under the Major Crimes Act (18 U.S.C. § 1153).
If the perp was non-Indian, it's a different analysis under § 1152.
We can't even begin to speculate without a clear understanding of the parties' statuses.

That assumes the land isn't subject to Public Law 280, which grants certain states criminal jurisdiction in Indian country.
Also, following McGirt v. Oklahoma, the definition of "Indian country" itself is subject to intense litigation.
To call this "complex" is an understatement.
The BIA, FBI, and state police are probably in a three-way standoff over who has to do the work.
