East Asians are not the most curvy population. Their average breast size is smaller than Europeans and their back is smaller than African on average.

However, they don't actually have very flat chest. They are only very flat when compared to the average North Europeans.

I don’t know what kind of East Asian women you are talking about. Have you lived in all the East Asian countries? Have you seen a good number of women naked in all of them? Even as one of East Asian woman, I can’t speak for “East Asian women” in general. And “flat” is a relative idea that can be said only in comparison with other groups because there is no humans with technically “flat” chest, even men don’t.

If you feel Japanese women have smaller breasts than other women (Who?…Anyway), some possibilities come to my mind.

In Japan, showing cleavage is socially a no-no. Only prostitutes would do that. Women’s breasts are almost always humbly covered with clothes.

Likewise, showing off one’s size of breasts is not considered decent here, even if she has big breasts.

Because of #2, very few get breast augmentation.

The obesity rate in East Asia is much lower than in most of the parts in the world. Women’s breasts are fat. When one is obese, breasts are mostly bigger than when the same person is fit.

Having some fat in your body is beneficial in some ways because carrying your heavy fatty body works your muscles and increases their mass. If you are skinny and underweight without fat, your muscle mass won't increase unless you hit the gym and take protein supplements. Most of East Asia is high altitude mountainous terrain. Walking in such places burns a lot of calories, fat and protein stored in the body. Being muscular is not beneficial in high altitude regions where oxygen is less and breathing is difficult. Even in the gym, your gym trainer may advise you not to do too much cardio because it's not good for gaining muscles. East Asians evolved to be thinner to adapt to their mountainous high attitude environment.

East Asian women not only have smaller chests but also thinner thighs. Western women are thicker.

They don’t, at least not all of them, so your question is coming from a position of ignorance (almost certainly an American).

Notably in Japan there are quite a decent portion of women with notable breasts. I have also seen in India and pacific islanders as well, many notable in size.

Nearly all Koreans and most Chinese tend to be on the flatter side, however it’s not exactly flat, AA is a flat. Most of these women are either A cup and some are B cup. There are still a minority in China that have D cup however, and a smaller minority in Korea that have this.

Oh and BTW, bra size increased massively in the USA and UK with the coincidence with obesity increasing massively. Meaning the bra size average in Anglo countries isn’t indicative of women having large breasts, but it’s indicative of people being fat.

If you actually go to various European countries with the lowest obesity rates, and where most people are slender, the average bra size in these particular European countries is only like a B cup.

Breast enhancement surgery is also very common in Anglo countries sadly, women feel pressure to make them larger with implants.

But as I said, Europeans genetically don’t tend to have large breasts on average, you can see this when going to a culturally normal European country where people are slender (nearly all women have small breasts in these places).

It’s however usually uneducated Americans who tend to think that European racial women have giant breasts, because uneducated Americans tend to look at pornography and Hollywood women who mostly have implants.
