One of the main themes in the show is that having a successful drug business means you need a lot of people working for you, and you have to communicate with them somehow, and eventually that way will be wiretapped (hence the name of the show, every season involves multiple wiretaps). There's variants on how each drug kingpin falls that reflect their own personality and also blind fortune, but it's inevitable that they will. So the cops keep racking up "wins" but it's also pointless because the local population really likes heroin and they'll just buy it from the next guy.
