I don't think it's an anti-semitic knock. The title also clearly is about prohibition. They created new words to celebrate those quietly skirting the law. Hooch or hootch is illegal alcohol made in the house. A "hooch-chef" would be a chef crafting his hooch brew. He's using anything handy (fruits can be fermented; raisins can make alcohol). You never left wine on the table during dinner in case one came by. Even growing up my grandfather always left the bottle of wine on the ground by his chair at dinner.
