There wasn't really any need. Lactose tolerance was developed by people living in northern parts of Central Asia and into the Russian steppe, where the climate prohibited anything other than nomadic/pastoralist life. (Those peoples then migrated into Europe, the Middle East, and India and brought their lactose tolerant genetics with them. Think of the barbarian hordes that took over Rome.)

It made more economic sense for those peoples to keep extracting milk from an animal rather than immediately slaughtering it. But if you're in China or Thailand, you have a wonderful climate for growing more than enough food to not have to resort to milk calories.
