Why? More people will simply spring up to take their place.
Though it's counterintuitive, as with most vices the best way to combat it is to go after the demand not the supply. If everyone caught gambling had their hand chopped off the gambling market would dry uprather quickly. Meanwhile if you impose harsh sentences on suppliers the supply is constricted and can't meet the demand, price shoots through the roof and other suppliers rush to fill the vacuum.
This holds true for drugs, alcohol, gambling, prostitution, etc. For example putting all drug addicts in jail would destroy the drug market, yet we tend to target dealers. People on some visceral level feel that the users are just little guys who don't deserve much punishment as compared to the big bad wolves who prey on their weaknesses.
