the games were better because they had more effort and polish put into them, not because the hardware was better (it was in fact CONSIDERABLY worse). 32X is more like GBA level but with full resolution and full RAM, which is pretty beastly for anything short of 5th gen standards with textured models everywhere. and even then someone did a pretty good port of tomb raider on it (both 32X and GBA actually).

32x was hard to develop for for some of the same reasons Saturn was imo. It was really perfect for 2D fighting games like you had on Saturn. But westerners don’t care about those and 32x was fundamentally a western console, Engineered by Joe Miller.
