this seems so jarringly foreign, a monolithic slave or crime tower just gets erected in your city and it becomes a psychic beacon of general malaise

I'm skeptical of them as residences

Having spent an extended period of time in a skyscraper hotel, I kinda get it. Having a bar & restaurant right in your building is pretty fun. Tip your bartender well, talk to people. It can be very social in a way that eludes most of society these days.

In my imagination this works best when residences are combined in a building that also has a hotel. A Four Seasons, or a Trump Tower Chicago sort of thing. I'd want a certain mix of regulars & randoms. These newfangled Billionaires Row residence towers often claim to have bar/restaurant amenities but I have a hard time envisioning those spaces as being very lively.

The Steinway Tower has just 59 condos. They claim a bar/restaurant area but I can't see how those spaces could be very fun.

There's an azn one in some suburb. Can't remember if I read about it here but it was pretty hilarious. Just build a dorm on your property!
