The American plan for the region written up in the late 00s and early 10s was a masterwork of geostrategic cleanliness and fair balance of interests
I suspect that got binned when they fired the hustings at the State Department in '16-. Biden seemed ill-informed on what to do with American posture in the region and I imagine it was from the resultant lack of qualified personnel. To his credit his cabinet made attempts to hire young but seeing benefits from that depends on having a good substrate of mentors/mentees available and it takes years and years of specialized training to get these guys and girls ready to go.
Re: foreign policy you have a handful of "desks" run by DoD/DoS/intel guys (often having shadow positions, of a sort, in all three) and these guys have decades of experience and ties with both foreign and domestic actors and more often than not run the show from within their bureaucratic nests. Losing those sorts of people over partisan ousters is insane; they're basically the guys keeping the lights on.
