Ex-Zambian Minister Killed In Security Operation After Elections

Police in Zambia have confirmed that former government minister and opposition lawmaker Mutotwe Kafwaya was shot dead during a joint security operation at the residence of opposition leader Brian Mundubile, following last week’s elections.

The raid took place on August 14, a day after the polls in which President Hakainde Hichilema secured a second term with 60 percent of the vote, according to the Electoral Commission of Zambia.

Authorities said the operation targeted an alleged militia group accused of threatening national security, with 11 people arrested, including three former commandos.

Mundubile, who finished second with 38 percent of the vote, claimed the raid occurred at his home and that Kafwaya was shot during the incident. He has since denied government allegations that his NRPUP alliance was involved in rebellion or militia activity.

Police reported that security forces came under “gunfire and resistance from unidentified individuals,” prompting them to return fire. One unidentified man also died from gunshot wounds, and weapons were recovered at the scene.

Kafwaya, 49, served as minister between 2016 and 2021 under the Patriotic Front government and later as an opposition MP during Hichilema’s first term. His family had pressed authorities for clarity on his whereabouts until police confirmed his death late Wednesday.

International observers have noted opposition claims of intimidation, arrests, and violence during the election period. On Wednesday, UN Human Rights Chief Volker Türk urged Zambian authorities to end arbitrary detentions and uphold the rights of all those in custody.
