It was a historic preservation trust arguing they would be sad if they saw this ugly ballroom built. But the problem is that the Court's standing doctrine is so difficult, it's hard to see who would have standing here. A taxpayer doesn't have standing even though the admin's action here is clearly unlawful under the budgetary authority. I guess a member of Congress?
