Short answer: not in the same way as on desktop, but there are partial workarounds on iPhone.
Why it’s limited on iOS
Apple doesn’t allow browser extensions with the same low-level access that Tampermonkey / Violentmonkey have on desktop browsers. So you cannot install a full userscript manager on iOS Safari or Chrome that works identically to desktop.
