for phev (plug-in hybrid) the battery is not MEANT to be kept topped off by the gas engine. the correct use case for a phev is someone whose daily commute is less than the electric only range and will charge their car nightly at home (or work)
that way, most miles are driven under electric power exclusively and for longer trips the gas engine is used together with the battery as a hybrid.
if you buy a phev and never charge it, you're misusing it and lugging a heavy battery around for no reason. you'd be better off with a conventional hybrid

Depends on your criteria. We we've had only EVs since the beginning of the year. Also, do you have or will you get home charging? If you don't/won't then don't get a full EV.
