Can judges sanction attorneys who appear before them unlawfully?

That’s why it’s an unclassified misdemeanor in New York for the unauthorized practice of law. Random dudes used to walk in from the street pretending to be lawyers then judges would say “I hereby sanction you!!…oh wait you aren’t even a member of the bar.” So they had to make it a crime lol.
