They are criminals because of forebrain issues that developed during the great migration of humans into Europe, and then Europeans somewhat domesticated themselves in colder climes.
The innovation you speak of would be done by any group on the margins of functioning in civilization. If, for example, the whites were in the same position socially as the blacks are today, it would be whites coming up with musical innovation. |

Second, the mechanisms of civilization are such that expansion is a natural consequence of developing infrastructure. Expansion means displacement and rapine.
Blacks are high in psychopathy and warrior genes, but they don't have the IQ to have manageable nation building, thus they don't have the same expansionist history except on a primitive tribal level.
