The likely answer: before the mid-1980s, you could buy semi-auto open bolt pistols like the Uzi and Mac 10. They are cheap, but more importantly, VERY easy to convert to automatic. In fact, it's hard to convert an open bolt to semi, and the importers didn't try hard.
So my guess is that it was an inexpensive source for full-auto SMGs. They shoot like shit and closed bolt is way better.
