Currencies can be any value relative to each other, there's not really a "low" or "high" to them. Pull up a chart of the GBP, CHF or Yen against USD over 5, 10 or even 100+ years and realize that currencies can always go lower. You betting on the Euro vs. USD is at best a pure gamble unless you have some profound insight, which you don't because almost no one in the world does. Having a mix of USD and EUR exposure is intrinsically better than just EUR because it's more diversified. If your job and your house are in Europe then you are already maximally exposed to Europe and should look for diversification, not further concentration.

Having said that, once you exchange your fiat for assets then they aren't really exposed to currency risk the same way. An S&P ETF that trades in USD vs one that trades in EUR will be worth exactly the same over time, it's the exact same asset.

In any case avoiding transactions fees is your number one priority because that's a deadweight loss, don't pay 1% or whatever for currency exchange under any circumstances. Hold whatever currencies you need to avoid that.
