If you emailed them first trying to get work that’s not the same as them reaching into your state. If they saw you passively on some internet site advertising services and emailed you first then that’s them reaching in.

It’s not necessarily dispositive either way but you’re better off with the latter.

Again, I’d just file suit and mention why jurisdiction is proper.
