Russia is already producing more arms and military equipment than it needs for its war against Ukraine, and is filling its weapons warehouses, German Defense Minister Boris Pistorius said, as reported by the German television channel n-tv on April 25.
Despite Western efforts to undermine Russia's industrial and military output, the country is only increasing its investment into arms production, allocating a record portion of its 2024 federal budget for military needs.
As Russia switches into a war economy mode, "a large part or part of what is newly produced no longer goes to the front, but ends up in warehouses," Pistorius said on air of the ARD program Maischberger.
The minister warned against thinking that Russian President Vladimir Putin is stockpiling weapons only "out of caution." Instead, the Kremlin's chief may have other "plans" in mind, Pistorius added.
Russia's arms production has put Ukraine at a disadvantage on the battlefield, allowing Russian troops to outshoot Ukrainian defenders 10 to one in some areas.
"We still haven't seen where is Russia's breaking point,'" Mark Riisik, a deputy director in the policy planning department of Estonia's Defense Ministry, told The Guardian.
"It's (Russian arms production) a lot higher than we expected, really," he added.
Ukraine has struggled to keep up with Russia in this regard, as the Ukrainian and allied military production capacities often lag behind the Russian ones.
CNN reported in March that Russia makes three times the number of artillery shells that Washington or the EU can provide to Kyiv.
While the West appears to be picking up the pace and aiming to increase its production, it may take a year or more before the efforts bring fruit.

To put this in perspective - the US produces 6000 GMLRS rounds in an entire year. Owed to this low rate of production and spent stocks the Ukrainians can only fire 16-18 HIMARS rockets at the Russians per day. The Russians produce 35000 300mm Tornado-S rounds and 200 Tornado G, U and S MLRS TELs per year. A 6x advantage in ammo and a 10X advantage in TELS and this is before we count N.Korean deliveries of even more smart rounds.
In artillery production it’s even scarier. The Russians are delivering 18 MSTA SPGs and 6 Koalition SPGs per month. 300 SPGs per year. US production is quite literally at zero. Zero SPGs in the middle of WW3.

It's worth remembering that, from the very beginning, like THE earliest days, of western war planning, the thinking went like this:
1. Russia is a gas station with nukes
2. Russia's conventional military equipment is old and clapped out
3. Any new military hardware Russia claims to have is untested vaporware in limited production
4. Russians are too dependent on western technology to do anything like run a CNC machine or program a IR camera or whatevs.
The idea was that we would bleed their military dry and leave them totally at are mercy for the next century or two. We thought they were gonna run out of ammo by winter of 2022 at the very latest.

All you had to really do was become familiar with North Korea IMO. If you caught a glimpse of how North Korea operated back in the old days you'd know you don't need a profit motive to do a lot of impressive shit.
I watched them scale that up by essentially making it clear to an entire generation of kids that you can escape to a comfy lifestyle in Pyongyang if you get good at making missiles. That's it. Every kid competes to make missiles or be like everyone else. That's all it takes for a society to produce competent engineers. You don't need a lot of money.
In Russia they had to keep a warm base going out of practical necessity, because that's what the workforce was trained to do in the first place. It doesn't make sense to teach an old dog new tricks. If you have to subsidize factories to keep people employed when times are tight, you're gonna subsidize factories that do all this old fashioned shit our workers can't do. Also they teach math over there. People actually know how to do math.
