I guess you could argue Kharkov is, but since this war is settling scores between Ukraine and Russia for a long time, I think it would be smart for Ukraine to move its loyal population west of the Dnieper. Kharkov would no doubt be rendered a Mariupol-style pile of rubble by any fighting so I don't regard it as being worth much once evacuated.

That's a pretty important qualifier here.

A part of Kiev is E. of the Dnepr, btw. Once reached the rest of Kiev will be in Russian artillery range. Ukraine could concentrate forces there, however, in the hopes of keeping the situation under control. However, the city would still be dealing with daily bombardment which would make it largely unlivable, which isn't true today.

Odessa is more isolated and you can't bomb it from the E. side of the Dnepr, but is going to be less defended.

Basically, once that collapse happens we'll have a very interesting period while we wait for Russia's next move.

That's not what bilateral means in the context of foreign aid. It just means the aid is coming from the USA and not a bunch of other countries. It would be more accurate to call it "unilateral," but they never call it that for some reason.
