It's hard to say because even our use of that terminology belies part of the issue

Culture is one of the least machinic aspects of a polity and probably the least responsive to technocratic methods of influence and enactment. I'd say the extreme political polarization is a huge part of the issue; there are organic processes that basically aren't being allowed to take place due to dogma and doctrine on the right and the left, eg children are being pulled into the "Two Americas" parallel network scheme earlier and earlier by parents and peer groups, universities are ideology locked, moderately extreme inclinations become more extreme due to policy locking mainstream reintegration. Bad use of Government on the last one especially and against the spirit of the American political experiment imo
