If the records falsifying requires a second crime, why no charge for it?

if influencing an election via a legal catch-and-kill is illegal, shouldn't trump be charged with that too? if this is a necessary element to the records falsification, then a DA would always charge it, because the falsification requires more elements (e.g. that the falsification was done to aid or conceal the 2nd crime). a jury could find that trump attempted or completed the 2nd crime but that he didnt falsifying documents to conceal that. so why not charge him with the substantive crime?
